The city manager administers the day-to-day business of the city government, sets strategic direction to achieve the city's community goals, implements Council-determined policies, coordinates community issues between departments and supervises the work of departments.

Nick Wells was appointed City Manager in September, 2014. Prior to that, he served as the City's Finance Manager for over three years. Before joining the City of Holtville, Wells had worked with a planning and engineering firm in El Centro, California, from 2006 until coming back to Holtville in 2011. Previously he worked primarily in the agriculture industry in the Central Valley of California. Wells attended Holtville schools from Finley Elementary through graduation from Holtville High School in 1986. He then earned a Bachelor's degree from California State University, Fresno, in Agriculture Business with an emphasis in Accounting.

Plan and develop new programs to meet future needs of the city.

Welcome to the City of Holtville's website! This site is intended to provide you with a brief overview of our community and the opportunities we can provide for you, your family and your business enterprise.
Holtville is a warm and welcoming city of just over 6,000 residents with traditional small town values. With historic Holt Park and City Hall at its center, Holtville is ideally situated 120 miles east of San Diego, 225 miles southeast of Los Angeles and 40 miles west of Yuma, Arizona. We are located 10 miles north of Mexicali, Mexico, the capital of Baja California, with easy border access through the East Port of Entry just a few miles directly south on State Highway 7. Mexicali has a population of over one million people, giving Holtville ideal location to take advantage of economic opportunities afforded by NAFTA, with plenty of land available for development at the intersection of State Highway 7 and Interstate 8.

Holtville is a full service, pedestrian friendly city with low crime rates, great schools, a library, 14 churches, recreational programs, multiple recreational parks, hiking trails, and a community swimming pool. We invite you to come visit and learn more about our friendly town!
