Planning

The Planning Department collaborates with the Planning Commission and is responsible for shaping the development and growth of the City of Holtville.

Its primary role is to create and implement plans and policies that guide land use, infrastructure development, and overall urban design. Such as review of land use application, conditional use permits, business and residential developments and more. The Department assists both government agencies and the public by providing policy analysis and technical assistance relating to housing, transportation, demography and general land use.

The City is committed in promoting economic development in the community. Funding and assistance is made available to investors and developers.

The Planning Department's Responsibilities

Develop comprehensive land use plans for residential, commercial, industrial, recreational, and other purposes.

Reviews and evaluates proposed development projects, ensuring they comply with planning guidelines.

Analyze transportation needs, develop plans, and coordinate with agencies to improve transportation systems.

Consider environmental factors in urban development.

Work with economic development agencies to attract businesses, foster job growth, and revitalize neighborhoods.

Develop long-term visions and plans for the city's growth and development.

Municipal Code

The Holtville Municipal Code is current through Ordinance 475, passed October 25, 2010. The City Clerk's Office has the official version of the Holtville Municipal Code. Users should contact the City Clerk's Office for ordinances passed subsequent to the ordinance cited above.

General Plan Update

Holtville is a well-defined community intending to build upon its traditional neighborhood patterns and assets. It is a community with a high-quality of life in which residents feel safe living and working. The safe atmosphere is maintained through an environment where community members know and regularly interact with their neighbors.

The direction established by the General Plan represents a combination of community values and actions designed to achieve the vision for the future allowing the City to take advantage of opportunities to achieve its goals. The policies and plans in the Elements and the Implementation Program provide guidance for addressing changing conditions and specific actions to optimize community potential.

This SAP outlines the city's existing public services and facilities, estimates the current and future anticipated demand for such facilities and services, and describes how necessary facilities and services will or may be developed and extended to meet demands.

Bicycle Master Plan

Holtville is a small community developed around Central Park with a wide roads formed in a grid system. This uniform street system plus flat terrain, generally mild, sunny climate, and low traffic volumes provide many opportunities for cycling.
